Armenia made progress in several areas: Freedom House published its annual report |1lurer.am|

1lurer.am: Freedom House has published its Nations in Transit 2022 annual report, referring to 29 Eurasian countries, including Armenia. According to the human rights organization, since 2004, three formerly authoritarian countries – Moldova, Kosovo and Armenia – have taken steps to strengthen democracy, which has resulted in hybrid regimes.

According to the Freedom House report, Armenia has made overall progress from a possible 7 points, which is the index of the most democratic country, receiving 3.04 points instead of 2.96 points of the previous year.

Armenia has made progress in several areas under study, including democratic governance, the electoral process, the development of the judiciary and independence, while falling behind in the independent media. In terms of percentage, the level of development of democracy in the country is 34%.

According to Freedom House, countries that have transitioned from authoritarian to hybrid are more promising than fully “not yet in line with democratic standards.”

The human rights organization notes that, “In Armenia, for example, citizens used a protest movement in 2018 and a series of competitive elections, most recently in 2021, to decisively end the Republican Party’s multidecade reign. The incumbents were replaced with a new generation of politicians who, despite notable flaws, possess a basic commitment to democracy and the public interest.”

Besides, it was mentioned that Armenia and Moldova belong to the number of countries where only one party dominates in the parliament. It was stressed that civil society groups in Armenia were able to prevent the ruling party from pushing through a bill that would have placed its Human Rights Defender’s Office under greater government control.

The report also referred to the second war in Nagorno-Karabakh, noting that thousands of people were killed or displaced as a result of Aliyev’s armed attack on the Armenian Armed Forces in Nagorno-Karabakh.

According to the report, Armenia is behind only Ukraine, Georgia and Moldova in the post-Soviet countries, leaving behind the Central Asian republics, Belarus, Russia and Azerbaijan.
