Armen Grigoryan and Alexander Vinnikov discussed the current programs of the RA-NATO partnership

On October 12, Secretary of the Security Council Armen Grigoryan met with Alexander Vinnikov, head of the NATO Liaison Office in Georgia, RA Security Council reports.

At the meeting, Grigoryan presented the large-scale aggression undertaken by the Azerbaijani troops on September 13 and its broad geopolitical context. He emphasized that the Azerbaijani troops should leave the sovereign territory of Armenia and Yerevan continues to work with its international partners within the framework of the above issue.

The interlocutors discussed the current programs of the RA-NATO partnership, as well as outlined the possibilities of deepening cooperation in the democratic reforms of the armed forces.

Bayramov announced that the expanded elements of the 5 principles were presented to Armenia

Azerbaijan’s Foreign Minister Jeyhun Bayramov announced that Baku has handed over the expanded elements of a possible peace treaty to Armenia, local media write.

 “The Azerbaijani side presented the expanded elements to the opposite side,” Bayramov said in a conversation with the Azerbaijani media in Bishkek.  He noted that the Armenian side allegedly asked for time to get to know each other.

 Bayramov noted that the expanded elements complement the five principles presented earlier, which, according to Baku, should be the basis of a possible agreement.  He also said that the third session of the border delimitation commission with Armenia will take place in Brussels in October.

 Earlier, Cavushoglu announced that Yerevan and Baku have reached an agreement on the main points of the peace treaty.

 RA MFA spokesman Vahan Hunanyan also noted that the negotiations with Azerbaijan are continuing and there are no developments after the announcement made after the Prague meeting, in case of new developments the public will be informed.

On October 5, Ararat Mirzoyan responded in the National Assembly to the question regarding the message of the Foreign Ministry of Azerbaijan, according to which the elements of the peace treaty between Armenia and Azerbaijan were transferred to the Armenian side, based on the previously transferred five principles, and noted:  “Such a document was indeed handed over to us.  The five well-known principles transferred by Azerbaijan in mid-March have been published and our society and the international community are well aware of those principles.  We have already established that there is nothing unacceptable for us there.  This time, the proposals of the Azerbaijani side are, in fact, based on those principles.  Of course, there are things that we are analyzing and we will definitely react.”

The President of Russia plans to meet with the President of Azerbaijan in Astana

Yuri Ushakov, the assistant to the President of the Russian Federation on international affairs, said that on October 13, Vladimir Putin plans to meet with the President of Azerbaijan, Ilham Aliyev, in Astana.

 “A meeting with the President of Azerbaijan Aliyev is planned,” Ushakov told reporters.

The representative of the Kremlin said that not only bilateral cooperation but also Armenian-Azerbaijani relations will be discussed in the negotiations.

He emphasized that Russia “actively and in every possible way contributes to the normalization of relations between Azerbaijan and Armenia.”

The Armenian side expects Russia’s unequivocal position and support in withdrawing the Azerbaijani Armed Forces from the sovereign territory of Armenia – Ararat Mirzoyan

On October 12, the Minister of Foreign Affairs of the Republic of Armenia Ararat Mirzoyan had a meeting with the Minister of Foreign Affairs of the Russian Federation Sergey Lavrov in Astana.

The interlocutors touched on a number of issues of regional security and stability. Thoughts were exchanged on the work on the development of the Armenia-Azerbaijan peace treaty, on the settlement of the Nagorno-Karabakh conflict.

Ararat Mirzoyan and Sergey Lavrov reaffirmed 2020 November 9, 2021, the need to implement the agreements reached with the tripartite statements of January 11 and November 26. In this context, the importance of the commissions on border demarcation and border security issues, as well as the work carried out in the direction of unblocking economic connections and transport infrastructures in the region, was emphasized.

The need for the immediate withdrawal of the Azerbaijani armed forces that invaded the sovereign territory of the Republic of Armenia as a result of the recent aggression of Azerbaijan and the need to maintain the ceasefire regime was particularly emphasized, and the problems related to the implementation of international mechanisms for monitoring and controlling the border situation were addressed. Minister Mirzoyan emphasized that the Armenian side expects Russia’s unequivocal position and support as a strategic ally in withdrawing the Azerbaijani armed forces from the sovereign territory of the Republic of Armenia.

EU has already decided to send a fact-finding mission to the Armenian-Azerbaijani border: RA FM Mirzoyan to Russian FM Lavrov 

The European Union has decided to send a mission to the border of Armenia and Azerbaijan, RA Foreign Minister Ararat Mirzoyan stated this during a meeting with Russian Foreign Minister Sergey Lavrov.

“At the initiative of French President Emmanuel Macron and EU representative Charles Michel, a meeting was held in Prague, where an agreement was reached, according to which the EU will send a mission to Armenia to find out the facts, then a report will be presented. I was informed a little while ago that the EU has already decided to send a fact-finding mission,” Mirzoyan said.

Moscow intends to propose a tripartite summit of the leaders of Russia, Azerbaijan, and Armenia – assistant to the President of the Russian Federation

Moscow intends to propose a tripartite summit at the level of the leaders of Russia, Azerbaijan, and Armenia. Assistant to the President of the Russian Federation, Yuri Ushakov, told journalists about it.

“We hope that in the nearest period we will be able to agree on the dates of the summit,” the Russian official said.

According to Ushakov, Russian President Vladimir Putin and Azerbaijani President Ilham Aliyev will discuss the process of regulating Armenian-Azerbaijani relations in Astana.

“We value relations with Azerbaijan. Of course, we will be ready to discuss with them not only bilateral affairs but also to exchange opinions on the current situation in Armenian-Azerbaijani relations,” he said.

The representative of the Kremlin emphasized that the basis of the stabilization of relations between Baku and Yerevan is the tripartite agreements reached through Putin’s mediation.

“We see that non-regional players, in particular the European Union and the USA, are trying to get into this business, but mostly they use our work. The fundamental agreements were reached in 2020 and 2021 with our active participation,” Ushakov said.
