Zhang Ming, Secretary General of the Shanghai Cooperation Organization (SCO) said that the member states are actively examining the issue of granting observer status to Armenia and Azerbaijan, adding that he is personally optimistic in this regard, although at the moment he can’t mention the exact dates.

According to him, “the relations of the two countries, of course, are an important factor that needs to be taken into account.”
