14:00 – The Ministry of Defense is denying media reports which claimed that during the November 14 Azerbaijani attempts to advance into Armenia from the eastern border the Armenian military had taken 6 Azerbaijani troops captive but then secretly returned them. “This has absolutely nothing to do with reality,” the Ministry of Defense told when asked to comment. “It is more than obvious that in such a situation the Armenian side would at least conduct an adequate exchange of captives.”

23:33 – On the evening of November 17, with the mediation of Deputy Commander of the Southern Military District of the RF Rustam Muradov, the body of a serviceman of the Armenian Armed Forces, who died in battles on the eastern border of Armenia on November 16 after the provocation of the Azerbaijani Armed Forces, was delivered by special flight from Baku to Yerevan. On November 17, Rustam Muradov was received by Armenian Defense Minister Suren Papikyan. During the meeting, the Minister presented details of the battles that unfolded the day before, and also reported data on captured Armenian servicemen. 19:11 – Deputy Prime Minister and Minister of Foreign Affairs of Georgia David Zalkaliani held talks with colleagues from Azerbaijan and Armenia Jeyhun Bayramov and Ararat Mirzoyan in Brussels. The Deputy Prime Minister of Georgia once again stressed the importance of strengthening stability and peace in the region and de-escalating the tense situation between neighboring countries. Zalkaliani confirmed the readiness of the Georgian side to make every effort for long-term peace and stability in the region in the future.

18:28 – We are seriously concerned by yesterday’s heavy fighting, which followed the recent increase in tension on the border between Armenia and Azerbaijan. The military operation launched by Azerbaijan in response to alleged provocations amounts to the worst violation to-date of last year’s 9 November ceasefire agreement, leaving an as yet unconfirmed number of killed, wounded and captured soldiers. We urge the rapid de-escalation of the situation and welcome the engagement of European Council President and the reported Russian-mediated ceasefire. We reiterate that any possible disagreements about the border must be addressed through negotiations in a border delimitation and demarcation process, not through the use of force and unilateral actions. We condemn any attempts at “borderisation”, as observed since the incursion of Azerbaijani troops into Armenian territory on 12 May. We support and call for the opening of economic and transport connections as foreseen in the 9 November ceasefire agreement, which would be highly beneficial for the entire region. 18:12 – The EU urges Armenia and Azerbaijan to exercise utmost restraint, disengage their military forces on the ground and respect the commitments undertaken in the framework of the two trilateral agreements. We call on both sides to resume negotiations to work towards a comprehensive settlement of outstanding issues, including border demarcation. 18:00 – Secretary of the Security Council of Armenia Armen Grigoryan presented to Secretary of the Security Council of Russia Nikolay Patrushev the situation that has developed as a result of the military actions initiated by Azerbaijan. In particular, he noted that military operations are taking place on the sovereign territory of the Republic of Armenia, and Azerbaijani troops must leave the sovereign territory of the Republic of Armenia. Nikolay Patrushev expressed hope that the tension on the Armenian-Azerbaijani border will be defused quickly and that the Russian side is ready to provide Armenia and Azerbaijan with appropriate support for the demarcation and delimitation of the border.

17:30 – Back in May 2021, at a government meeting, I stated that I was ready to sign a proposal to start the demarcation and delimitation process. In May and after that, Russia made a proposal three times and, in fact, all three times we agreed to move forward on this process. 14:30 – Of course, such contacts will be necessary at some stage, but in order for them to be possible, the consent and willingness of the three parties to this is necessary. Indeed, the resumption of hostilities on the Armenian-Azerbaijani border is something that yesterday became a cause for serious concern, but thanks to the mediation efforts of the Russian side, it was possible to urge the conflicting parties to restraint. 12:10 – I am deeply disturbed by today’s reports of Azerbaijani forces attacking Armenian soldiers at the border, including the reported murder or illegal detainment of more than two dozen Armenian soldiers. This unprovoked attack is in direct violation of Azerbaijan and Armenia’s ceasefire agreement, and a grave reminder that the United States must be doing everything we can to deter Azerbaijan’s ongoing aggression. 12:03 – According to the Ministry of Defense of Azerbaijan, as a result of the fighting on November 16, there are 7 dead and 10 wounded servicemen from the Azerbaijani side. According to the Ministry of Defense of Armenia, the enemy has up to 70 dead and wounded servicemen, as well as significant losses of military equipment.

11:03 – About applying to the Russian Federation: Armenia is in direct and multilevel communication with ally Russia. As for the appeal to the UN Security Council, the Armenian Foreign Ministry has already informed the President of the UN Security Council about the current situation. We would like to note that in order to protect the territorial integrity and sovereignty of the Republic of Armenia, the use of all instruments of international law and diplomatic practice is being considered. 10:32 – On November 17 as of 10:00, the situation on the eastern border of Armenia is relatively stable, the ceasefire agreement is mostly maintained. There are 1 dead and 13 captured servicemen on the Armenian side. The connection with another 24 servicemen was lost during the hostilities, their fate is unknown at the moment. Intensive work is underway to find the servicemen. Two military positions came under the control of the enemy. 10:21 – On 16 November, the Permanent Representative of Armenia to the United Nations Mher Margaryan delivered a statement at the United Nations Security Council open debate on “Peace and security through preventive diplomacy”․ In his statement Mher Margaryan drew the attention of the Security Council to the armed attacks by Azerbaijan against the territorial integrity of Armenia in recent days in breach of the UN Charter, the international law and the provisions of the Trilateral Statement of 9 November 2020. He stressed that the aggressive actions of Azerbaijan are detrimental to the efforts of the international community to de-escalate the situation and are severely undermining the prospects of peace in the region. And at this point we urge all sides to exercise restraint, to act in accordance with the ninth of November and 11th of January trilateral statements and address any related concerns peacefully through dialogue. 22:37 – We are concerned about the escalation of the conflict on the Armenian-Azerbaijani border. France calls on the sides to observe the ceasefire from November 9, 2020. We are deeply concerned about the deterioration of the security situation on several sections of the border between Armenia and Azerbaijan and the alleged use of heavy weapons, which has led to numerous casualties, especially on the Armenian side. 21:48 – According to the agreement reached with the mediation of the Russian side, starting from 18:30 the fire was stopped on the eastern border of Armenia, the situation has relatively stabilized. He stressed that the invasion of the Azerbaijani Armed Forces on the sovereign territory of Armenia is a gross violation of the provisions of the trilateral statement from November 9, 2020. 17:41 – On November 16, Secretary of the Security Council Armen Grigoryan met with French Ambassador to Armenia Anne Louyot. The interlocutors touched upon the invasion of the sovereign territory of Armenia by Azerbaijani troops and the resulting situation, as well as the return of Armenian POWs and civilian hostages from Baku. Secretary of the Security Council Armen Grigoryan stressed that the issue of Nagorno-Karabakh hasn’t been politically settled yet. In this context, the role of the OSCE Minsk Group Co-Chairs in the peaceful and comprehensive settlement of the Nagorno-Karabakh conflict was stressed.

The Ministry of Defence of Azerbaijan claims that the RA Armed Forces are carrying out operations in the direction of Tavush. The mentioned information does not correspond to the reality. The Ministry of Defence of Azerbaijan is trying to blame the Armenian side for its large-scale provocation, however, it is more than obvious that it was Azerbaijan that attacked, attacking the Armenian positions using artillery and armored vehicles. 16:35 – Armenia believes that the situation can be solved through Russia and the CSTO structures, but if we can’t solve the current crisis with existing structures, then Armenia will be forced to resort to other structures, that is, to other international partners. 16:34- According to the UN Charter, the Republic of Armenia has all the rights to repel the use of force against its territorial integrity and sovereignty by all means. We call on the international community and our international partners-Russia, CSTO, OSCE Minsk Group Co-Chairmanship and Co-Chair countries to express a clear and targeted response to these actions of the Azerbaijani side, which undermine the regional peace and security, and undertake effective steps aimed at its prevention, as well as unconditional and complete withdrawal of the Azerbaijani armed forces from the territory of the Republic of Armenia. 16:08- Today, as of 13:00, the Azerbaijani Armed Forces began military operations in the eastern direction of the Armenian border and tried to aggravate the situation along the entire border. At the moment, the fighting continues, the Ministry of Defense is taking steps to stabilize the situation. Since May 12, the Azerbaijani Armed Forces have been on the sovereign territory of Armenia. Today’s aggravation is also connected with the use of additional armored vehicles and armed forces by Azerbaijan, but they also tried to use the Azerbaijani Armed Forces located on the territory of Armenia. We consider it important to emphasize that since the attack was on the sovereign territory of the Republic of Armenia, we appeal to the Russian Federation to protect the territorial integrity of the Republic of Armenia within the framework of the 1997 agreement between the Republic of Armenia and the Russian Federation and the logic of implementing mutual obligations under the agreement. As it was already reported, the subdivisions of the Azerbaijani Armed Forces once again resorted to provocation, attacking the Armenian positions located in that direction. The enemy uses artillery, armored vehicles, firearms of different calibers. The Armenian side has taken retaliatory actions. 15:30- Yesterday, on one of the eastern sections of the Armenia-Azerbaijan border, the Azerbaijani Armed Forces, with the support of military equipment, entered the territory of Armenia. The Armenian side suffered positional losses. Since May 12, Azerbaijan has occupied about 41 square kilometers of the sovereign territory of Armenia.
