The process of demarcation and delimitation concerns only the clarification of the borders between Armenia and Azerbaijan. Secretary of the Security Council Armen Grigoryan told this in an interview with Factor.am.
“Linking the recognition of borders with other issues is a discussion that leads nowhere. We have stated that we are ready to begin the process of delimitation and demarcation, and in this regard we have submitted proposals to our colleagues from Russia. In this regard, we expect Azerbaijan’s steps to be able to move forward. The process of demarcation and delimitation concerns only the clarification of the borders between Armenia and Azerbaijan,” Grigoryan said.
“By joining the CIS Armenia and Azerbaijan have recognized each other’s territorial integrity. The problem of Nagorno-Karabakh has never been a territorial problem, there was a problem of self-determination of the Armenians living there, and the whole issue was discussed in this logic. The Nagorno-Karabakh issue can’t be discussed within the framework of demarcation and delimitation or the working group,” Grigoryan said, when asked whether there will be a separate document that will fix that Armenia and Azerbaijan recognize each other’s territorial integrity․
Grigoryan also recalled that the OSCE Minsk Group Co-Chairs and the Foreign Ministers of Armenia and Azerbaijan recently met in New York․ “We believe that the activities of the OSCE Minsk Group Co-Chairs have been restored to some extent, but the visit to the region and further actions will make it comprehensive.”
Grigoryan also noted that according to the preliminary agreement, the OSCE Minsk Group Co-Chairs should visit Yerevan, Stepanakert and Baku.
